Syracuse City offers several 50 meter outdoor pools for lap swimming in the summer.
Open Water Swim Training is more of an ad hoc program.
When the weather is warm enough, several members swim in some of the local areas lakes such as Oneida and Cazenovia but only in small informal groups normally in early morning hours.

To gain some familiarity with swimming in your wet suit is to take advantage of the Green Lakes State Park swim hours which opens up on Memorial Day. They have a couple of lap lanes that go out into the deeper and colder waters of Long Lake.
Jamesville Beach is also planning to offer Lap lanes that will run along the left side of the swim area from the 4 foot depth out a length of 100 feet into the deeper waters.
Once we are into June, you can take advantage of the CNY Tri Club Training Series which includes the Swim leg of a sprint triathlon. You also get the added benefit of practice getting out of the wet suit and onto to the bike for the rest of the triathlon legs.
